Is the motorcycle in Neutral or in 1st gear? Some (maybe all as I'm only familiar with mine) motorcycles are shaft driven as opposed to belt driven, so you can rev the engine all day and never go anywhere unless you're in gear. Maybe this is an obvious answer, but without more information it's hard to say.
