If your daughter's cruise is departing from the US before summer 2008, she will need only a certified copy of her birth certificate (it will have a raised stamp) and a photo id. Implementation of the Department of Homeland Security's regulations for passports for travel to the Caribbean, Mexico and Canada have been delayed until summer 2008.
If she'll be traveling in the latter part of next year, she probably will need a passport -- if the new regulations are in effect.
It would be a good idea to have her take a notarized statement from both parents that gives their permission for her to leave the country.
