I'd recommend any place where you can go and SEE the flowers before you buy them.

I am a former floral shop owner and can tell you that Hallmark Flowers is essentially what is called a 'wire service'. So they aren't actually designing your order, they are the middle man. They take a call from a customer and then send it along to one of their member florists, who is within the service area. Basically, this could be a reputable florist or a not-so-reputable florist. Most wire services such as Hallmark, FTD and Teleflora have set guidelines that their member florists are instructed to follow. Some do and some don't. There are no mystery shoppers in this business and the wire services call ahead to inform members of any upcoming inspections (which rarely occur, if at all). So the quality control check isn't there. Your best bet is to buy local. You'll be supporting your local economy and helping out the little guy. Ask friends and family for referrals. If you are sending flowers long distance, call your trusted local florist and ask them if they can provide a recommendation. Then call the other florist directly. You'll also be saving money this way.
