If he repeatedly stands you up, only to make excuses when you confront him on it, he's making it clear that your feelings are not a major priority for him. It's a power issue, and he knows how you will respond--you'll be hurt and angry, but all he has to do is act nice and regretful and you won't hold him accountable for his actions.
The next time he stands you up, don't contact him--make him contact you for a change. Make other plans and hang out with your friends, don't drop other things when he suggests another get together. Is it worthwhile to keep dating someone who can't be relied on?
