Because they needed a way to dispose of the waste left over from the aluminum manufacturing process (stannous fluoride) and they figured that at such small levels it would be safe. In Nazi Germany, fluoridation was used to keep the inmates of both POW camps and concentration camps sedate and calm so they would not try to escape.
After the war, this was seen as a great way to keep the population dull and stupid so they would not question authority (getting the US into the war which was seen as "Europe's war" was so hard because of Americans' natural tendency to self-assurance and individualism that water fluoridation became commonplace.
There is no solid evidence that it helps teeth, in fact if causes fluoridosis, and sodium fluoride disrupts DNA repair, causes genetic damage, increases the risk of cancer and directly accelerates the aging process. Mothers that ingest sodium fluoride or have high sodium fluoride levels in their bodies during pregnancy have an increase in birth defects. It is more poisonous than lead and slightly more poisonous than arsenic.
Sodium fluoride is the first ingredient in mustard gas and rat poison.
If you want to avoid sodium fluoride, care should be taken to avoid fluoridated water, and all beverages that are mixed with tap water such as fruit juices from concentrate.
Reverse osmosis water is the best way to go.
