Had the same problem with my 03 GTI 1.8t. The fans will work with ac on but not to cool down. I thought it was the thermo switch or thermastat. It would stay at 190 at idle but start to cook when it was driven. Long story short it was the water pump. It just passed the 50k mile mark which seems to be the norm for the pumps to go out. Luckily it was still covered under the 5 yr/ 60,000 mile powertrain warranty.

Answer

The thermostat might be sticking, you could be low on coolant or the radiator could be partially clogged. Thre are a number of other possibilities, but that's a good place to start.
