If you have air conditioning it's condensation from your AC spilling into your vehicle instead of outside on the ground. It's a clogged line to your air conditioner which has been clogged with debris, leaves and such. A little compressed air should do the trick.

It might also be a coolant leak from your heater core. It will have a slimy, greasy feel if it's coolant. It will also have a sweet odor. Do not taste - its poisonous.
