Because we usually say things in perspective to how we see them. Stairs go up or down and that's how we manuver on them. 'Down the hall' is a perspective held by most people.
I've heard "up the hall" plenty of times.
"You just go up the hall and turn right."
"His office is just up the hall."
"We were just coming up the hall when we heard loud voices arguing."
"His office is just up the hall."
"We were just coming up the hall when we heard loud voices arguing."
Maybe it's a matter of personal habit or local convention. I don't think it's always just one way.
