In the beginning of the yu gi oh craze, cards like dark hole, ragiki, change of heart, and monster reborn, were perfectly legal cards, but eventually duelists got smarter, and began abusing these cards, causing them to get banned because of their power. think of it this way though, if they hadn't put bans on cards like monster reborn, then any joe schmo could win a tournament. the bans and restrictions on these and other cards, make it so you have to think and put your deck together right, instead of just throwing these game winning cards out there.
oh yeah, As of March 2008, Monster Reborn is no longer on the Banned List, just the Limited(You can use 1). Call of the Haunted on the other hand has been banned due to its ability to retrieve almost any monster from your Grave' and at virtually any time.
