It's not just because they do not want one made in the USA. Many foreign cars get better gas mileage, last longer, better warranties, better performance, the list goes on. For example, there is no 4-cylinder American car that's faster than a Mitsubishi GSX.
Surplus used cars that came from other countries are definitely cheaper than the used cars in your country. Also, the availability of certain models are not world wide that is why either rich guys or those guys with a specific car in target acquires that car from abroad or guys with tight budgets are searching for the best deal for their money. Check out some cars classifieds or advertising and see how cheap/expensive cars from other countries are.
