Do you mean, why do human females have continuously large breasts as opposed to most all other mammals whose breasts only swell when needed for feeding offspring? (And even then, do not contain nearly as much superfluous fatty tissue.)

There are a number of theories, the best one has been studied and explained extensively by the scientist, Desmond Morris. He makes the case that human females evolved large, overly fatty breasts, to overcome problems of sexual attraction and bonding that may be unique to humans. Breasts would mimic the shape of the buttocks, attract men and help encourage more intimate intercourse (missionary versus "doggy style").

Another theory is that fatty breasts may be visual indicators of a female's ability to endure scarce food supplies or of her overall health.

Another theory is that fatty breasts adjust the female's center of buoyancy back upwards. This would compensate for the extra lower-body buoyancy that women have and supports the theory that humans were once mostly shore-dwelling and surf-hunting creatures.
