heres why they get used in tourneyments to like heavily beat some 1 so it gets forrbidden but that dies down den they make em limited then the thing goes on again forbiden limited and dats how it happens

The reason it changes from limited to forbidden and back is at the discretion of the people who make the banned lists. Depending on how they see whether a card should be banned is entirely up to them.
