Anybody can declare a new Doctrine; but the question really is, will anybody adhere to it?

The authority to declare doctrine varies depending on the Christian denomination, and I presume that it varies through time.

Anybody can declare doctrine, but whether that doctrine survives depends on how many adhere to it. And I suspect the number of adherents depends on how useful the doctrine is to various individuals.

In a free country, there is no official declarer of religious doctrine.

In the Roman Catholic faith, the pope declares doctrine.

In the Orthodox Christian faith, only a Church Council or Synod declares doctrine.

In Protestant groups, anyone can declare their own doctrine.

In the Christian church tradition all doctrine is declared by Paul and only Paul. He declared that his doctrine is perfect and divinely inspired and is above all question from man or angel. He declared that any who do not follow his doctrine to the letter are to be shunned and to be cast out the church. He declared in the name of Jesus that his commandments were to be followed and constantly proudly boasted of his many great achievements. There are a few Christians that love Jesus more than Paul but what hope do they have when Paul returns in the clouds with great glory and power. (Just kidding around, I know that sarcasm is the lowest form of humour)
