I highly recommend the book "How to Keep Your Subaru Alive" for the Loyale and other pre-early-1990's soobs.
IIRC, the fuel filter is on the rear passenger side, under the car just a little in front of the right rear tire. Look for the fuel line coming from the fuel tank and you should find the filter. I HIGHLY recommend you vice-grip the fuel line as you are changing the filter to avoid getting fuel all over you...or it can be very messy.
