i'm under the impression that hot topic had one but they no longer do. The original dress worn in the helena film clip was made by a designer called Renee.
The girl who i found the website off said that it would cost about $250 for the designer to recreate it.
If you're not looking at paying that much i suggest finding a similar dress and altering to suit what you want.
