Answer
Football was invented in Aberdeen.
The book Vocabula was written by city teacher David Wedderburn in 1633, more than 200 years before the Football Association (FA) was formed in England.
The book is the first evidence of a passing game with goalkeepers and players passing the ball to score goals.

Answer
Soccer was occasionally used as a shortened term for association football, as rugger was the shortened term for rugby union.
Football is its correct term. Football as we know it today was invented 1863 with the rules we have today. This is the first sport with rules called football.
The term football seems to have been used for local sports using the foot to move a ball around a field.
However the term football was first used in 1848 with a set of official rules for what is today known as football.
Gridiron, rugby and aussie rules all came afterwards thus are different from football.

"There is documentary evidence that a a game or skill building exercise, involving kicking a ball into a small net, was used by the Chinese military during the Han Dynasty - around the 2nd and 3rd centuries BC. Earlier evidence - of a field marked out to play a ball-kicking game has been found at Kyoto, in Japan.
Both the Greeks and ancient Romans played a soccer-type game which resembled modern soccer - although in this early version, teams could consist of up to 27 players!"
www.fifa.com also has an article about the history of soccer that credits the Chinese with inventing the game.

See http://www.nenyl.org.uk/history_of_football.htm
Since you ask when "soccer" was invented rather than "football", and the word 'soccer' comes from Association Football ,ie the game played under the auspices of the Football Association in England, then I suppose the answer is 1863. That is when the FA was formed. And arguably that is when the modern game was born.
But see the web link above for pre-Association history going back to centuries BC.
