New law says that if you are over the age of 17, you do not have to get a learner's permit, you can just take your driving test, if you fail, you have no license or CP license.

If a twenty-year-old is caught driving alone with only a learning permit she or he will first of all get a ticket for not having a drivers license. And if the person doesn't have a drivers license they probably don't have insurance coverage. In most states if you do not provide proof of insurance when pulled over by the cops your driving privileges will be suspended, which means that it will cost the person more money (reinstatement fees, SR-22 bonds, etc.)when they do decide to actually get their drivers license.
