The police will take no further action unless the person is stopped in the future. If that happens a check of the person's record will show outstanding violations and the person may be taken into custody.
Depending on the extent of the citation, any previous outstanding violations, the jurisdiction where the ticket was issued and so forth, the court can issue a bench warrant for the person's arrest if the circumstances warrant.
Regardless of what if any futher action is taken, the person will have to pay up if they want to renew their license.

Your license will be suspended and you won't be able to obtain a license in any other state. If you're stopped on a suspended license, that's usually a mandatory court appearance and will involve fines far greater than the original speeding ticket. Plus, you'll have the driving record that states your DL was suspended for failure to pay a speeding ticket, which will dramatically increase your insurance.
