The lowest place on Earth is the Dead Sea (Yam Hamelach) that is located in Eastern Israel. it is located 417 Meters below sea level.

Since you didn't define wet or dry. The Marianas trench north of New Guinea and south of Guam lies 11000 meters, or 36000 feet or 6.8 miles below the surface of the ocean. So far, that would be the lowest place you could go on earth.
