The absolute fastest way would be to move to a country where it is spoken. Barring that, you want to be in situations where that is the only language and you must both speak and understand it. There are language classes taught that way that you can take or you can make friends in a group of people that primarily speak that language. It is important no matter how you go about learning a language that you spend at least an hour every single day reading, writing, speaking and listening to that language to give your brain plenty of practice and keep it from forgetting what you learned in your classes.
The best way to learn any language is by a technique called saturation. This means being totally immersed in the language - speak nothing but English, listen to nothing but English, read nothing but English. This is easy enough if you live in a place where English is the main language, but if not, you should try to use English as much as you can. Children's television shows are good, because they show how to speak and name different objects and numbers. Newspapers and magazines are another useful tool because they have short articles about current events, and can be studied over and over.
