It would be hard to pin this down. The trade name was used by Shapleigh Hardware of St Louis which was founded just after the Civil War and may still be in business. I would say a 16 gauge from one of the "shotgun mills" would have been a bit unusual before the mid to late 1920s, and by about 1950 most of the old trade names had disappeared.
