It all depends on the company you're keeping and the occasion of the get-together.
Most of the time, public swimming pools require official bathing suits. Cut-offs are not correct swim attire here.
Friends will let you swim in shorts and a t-shirt. i'd say that jeans and turtlenecks are not correct swim attire here.
Skinny-dipping requires that you go nude. (But don't do this in public. There are laws to protect us from that . . . ) Any clothing would be not correct swim attire in this case!!

for competitive swimming, it is not advised to wear swim trunks. usually the swimmers wear speedos; single piece suits, not two pieces eventho there have been myths that it creates "less drag" while in reality a one piece actuali creates less drag.
speedo's are the best swim attire if you are swimming competivley but if you are just swimmming with friends at a local pool i suggest you just wear normal swim trunks.
