When someone says their heartrate is 15 beats a minute, the first thing I think of is that they are measuring their pulse incorrectly, or doing the math wrong, or their equipment is not functioning properly.
Aside from that, a heart rate at 15 beats per minute is probably ventricular in origin, and is not sustainable for human life. It's fondly termed an "Agonal" rhythm or "Dying Heart".
If you were to come across an unresponsive person with a heart rate of 15, please start CPR and call 911.
