What bike back racks are strong enough to hold people?

In many places it's illegal for one rider to carry another rider on the rack, so it wouldn't make much point for a company to make such a product. Besides, it'll put a lasty load on the rear wheel. If you still insist I suggest you check out the xtracycle or one of the Surly cargo bikes.
