In reality, it never stops growing if used frequently. The penis like any other muscle or muscle encased organ will increase with frequent excercising and work outs. The most noticeable increase is at the end of puberty as stated before, but minute increases in length and particularly girth become apparent even into your 50's or 60's, given frequent work-outs.
It depends on when a boy finishes puberty. He could finish at around 14 years old, or he could finish at around 20 years old, but usually a boy usually finishes puberty between 15 and 17 years old, with an average penile length of 6 inches.
The penis usually stops growing between the ages of 18-21. The first answer is wrong - the penis is not a muscle & contains no muscles. It is possible to increase penis size in both length & girth, though. The best way to achieve that is with an extender or traction device. I use one & have had HUGE success (pun intended). I have increased my length by 1" & have added girth as well.
