What US states will register a vehicle with a Certificate of Destruction if it has been repaired?

[Edit]

Answer

I know Washington State will, I just did it last year. You have to have the repairs signed off by a certified body shop, and make an appointment with the State Patrol inspection service. Sometimes you have to wait 4 or 5 weeks for the appointment.. Then they will issue you a title.
