I think there is no statute of limitations on tickets.

Yeah, and it works like this. You get a speeding ticket, but you decide not to pay. Then the time limit expires and your license is supended for failure to pay a traffic citation. You can't get a license in any other state because as soon as you apply, whether you tell them you've had a license in TN or not, your driver's history will come up and they'll see you've got a suspended license.
