No -- Christmas can fall on any day. In the first years of the new millenium, Christmas will fall on the following days:

2002 - Wednesday

2003 - Thursday

2004 - Saturday

2005 - Sunday

2006 - Monday

2007 - Tuesday

2008 - Thursday

2009 - Friday

While Christmas can fall on any day, in England the day after Christmas (called Boxing Day) traditionally did not fall on a Sunday. On Christmas Day people had to be at church, not at home opening presnets. However this meant that Sunday could not be Boxing Day as again congregants had to attend church, so Boxing Day would be Monday.
