Soccer (Sorry it's Football by the way) was not actually invented it has been a gradual development with various forms played in different countries. The rules of Football were standised and written down in a meeting England in the late 19th Century (it was during this meeting this time that Rugby and Football became independent sports).

Assuming you mean Association Football itself then it's definitely England (the Cambridge Rules were drawn up in 1848). Games involving people kicking a ball about in some fashion have been around for a good couple of thousand years in various places including Greece and China. It's impossible to say where the idea really first came from but the modern game delevoped slowly from these, often violent, games. In medieval England entire villages used to play against each other, trying to force the ball into the "goal". This sort of game is where we get the term "local derby" which comes from a couple of villages (can't remember which ones) near Derby in England who used to play against each other and may still do so from time to time.

If you read the history of football artical that FIFA provides, it explains that the Chinese had a drill that involved kicking a ball through a target whilst being attacked but it was not a game or a sport.

There are many forms of football in the world today; association football (or soccer to the North Americans), rugby football, American football, Australian football, etc. However they all have their roots in the same game played in Britian for at least a thousand years.
The first mention of anything like football comes from China in the 2nd and 3rd century BC. A military training exercise involved kicking a ball through a target, whilst being attacked by opponents. Something similar also existed in Japan. The first game of this type was played in ancient Greece and Rome, but this was really more like violent dodgeball.
The game closest to the modern game developed in Britain over the last 1500 years or so. Its origins are unclear (some say it's Anglo-Saxon, some say it is Celtic), however by the time of Norman conquest in 1066 it was well established. There were hundreds of different variations of the game depending on where in the country you went to. They all had the same basis though; get a ball to the opposition 'goal'. An example of this was played between neighbouring villages. The two villages would meet half way between to start the contest. The objective was to get the ball to the oppositions church by whatever means necessary (except murder, etc.). As the contests tended to be very violent, successive laws and decrees were passed over the centuries, to try and limit playing. Fortunately they were unsuccessful.
By the 1800's the games were getting a lot more organised, especially at the universities and big schools. Rules and scoring were beginning to be developed and the 'field' reduced to an appropriate size (i.e. an actual field). This is when the splits started to happen and differences over what the rules should be emerged. In 1863 a meeting was held between the big London clubs and schools to once and for decide upon the rules. Unfortunately, they couldn't. Some schools, such as Rugby and Cheltenham, preferred the more physical game in which handling the ball was allowed (a feat introduced by a student by the name of Web Ellis in 1823), others such as Eton and Harrow, rejected this prefering the more skillful game involving dribbling the ball with the feet. The split was irrevokable. It was decided that handling of the ball could not be allowed (neither could wrestling an opponent, shin kicking, etc). And so the English Football Association was founded and the rules for association footbal laid down. Eight years later the worlds first competition, the FA cup was started and shortly afterwards the first international between England and Scotland. In Paris in 1904 FIFA was founded - the F�d�ration Internationale de Football Association - association football (or soccer's) World governing body. Football (soccer) is now the worlds biggest sport (bigger than most of the others combined)

Football was invented in Scotland in the 1600's.
The reason that it can be proven that it was invented here is Kirk(Church) records show that ministers were slamming women for playing it on the sabbath as early as 1628 almost 200 years before the first evidence of women's football in England. Even men weren't playing football in England till well into the 1700's.

In 1863 the London Football Association was founded with their London rules and were ignored by everyone else. Most other English cities had their own rules too.
The English clubs started importing players to teach English players the passing and running game. They called them �Scotch Professors�. When England was still divided over which set of rules to use, Scotland had the Scottish Football Association (SFA), one set of rules for Cup-ties and one style. The Scottish Football Association was the world�s first true national association.

I have researched this for many years. The game of football was first played in England. They all would pick two sides and compete against each other with no rules. So the upper class decided to make rules, and they were drawn up in Cambridge. The modern games of Football and rugby come from this action.
All other modern types, i.e. American, Australian, Gealic, are all spin offs.
