Certainly. An employer violates no law by giving an honest reference on a former employee. If someone tested positive for cocaine and was fired, the employer can tell anyone who asks that the employee was fired for that reason.

Rational employers would re-test the sample with a sensitive (and always more expensive) test before firing. And then would have no qualms about honestly reporting the reason for firing.
