in my state of wisconsin , it's 18 years old, i would talk to your local gun dealer or salesman at walmart , fleet farm ect to make sure,,,i'm almost possitive that it will be 18 around the country , but please make sure
Clarification
This is not addressed by federal law, since black-powder muzzleloading guns are not considered firearms and are not included in the Gun Control Act of 1968. You will have to rely on state and local laws from your area. Asking at a gunshop will help - I'm not sure I would go with the WalMart opinion.
