To answer this all quickly yes,but it is illegal and is done by mostly hackers.
PS1 emulation is easy and can be done by downloading EPSX from a torrent website. Bios is usually included in the torrent. Set up the emulator (takes about 20 mins for a first-time user), pop in a game and play...
For PS2 emulation: FORGET IT!!! Unless you have 150 hours and programming skills (For patches -- You may run the game but 20 minutes in the game will crash or lock up, so you'll need a patch for every game). You won't get it right.... For me, get a ps2 ($75-$100) a flip top case for your ps2 and swap disk. YOU NEED the official swap disk please learn from my mistake. Grab your friend's collection of 50 games and buy yourself a DVD burner for your PC... I now have about 150 games I've copied or downloaded -- again, using torrent sites -- including NFS Carbon, Test Drive Unlimited, God of War 2 and others. Now i have the PS2 stuffed away and almost never use it.
The Verdict:
PS1 emulation: very practical and available. Lower-end pc' will handle some games. You need to have at least 64 MB of Video Ram.
PS2 emulation: Forget it. Buy a PS2, get a swap disk and flip-top box, and copy all the games you can get your hands on. Your PS2 library will be huge.
Anyway... Looking at - SNES - Sega - NES - N64 - Atari - GB - is widely available from websites.. 2 words. Rom and emulator. Grab yourself a gamepad like a ps2 controller from wal-mart and your done. There are a couple of good websites out there.

It isnt downloading... Why?
Time to figure out port forwarding. Get into your router. Type 192.168.1.1 into your internet explorer. Go to Applications/Gaming/Virtual Server and open up a PORT NUMBER USED IN UTORRENT- for your IP address. And I usually open up 1 for TCP and 1 for UDP. So It may look like this.

How do i find my IP address?
Start - Control Panel - Network Connections - Right click your connected network and go to status - then click support at the top and you will see your IP address.

(added July 30) Which program do you use to burn ps2 games?Also does the Ps2 have to be chipped to play copied games?
I use DVD Decryptor to copy games. And i only use DVD -R (Minus)
You do not need to chip ur ps2 to play burnt games, thats right i said you DO NOT!!! Get yourself a "swap disk" for ps2. A slide tool will let you open the ps2 without it noticing...
(((( The ps2 checks every disk you put in. When you press the eject button it will then need to check the disk once again before agreeing to read it. BUT if you put in an official disk (swap disk) and let it load... It will then say LOAD PROGRAM. At that point you use the Slide tool to trick the ps2 into not thinking you opening the drive. Hense you can the replace the swap disk with your homebrew copy and hit X and BLAM!!! Burnt ps2 games without a chip. I use a "flip top box" which allows me to have a different cover on top which i press a different button and the top opens up. Easier, but 20-30$ more. ))))
