Never use WD40 on throttle linkage. It attracts dirt and will eventually make things worse. Use a carburetor cleaner to clean the linkage.

It's not the gas pedal that's sticking, it's the throttle cable attached to the gas pedal. If the vehicle is a chrysler, talk to the dealership about it as it may have been recalled. Sticking is a sign of fraying of the cable, replace the cable.

Also want to look for anything that is obstructing the movement of the throttle on the carburetor. I have a 1981 Datsun 310Gx, and a vacuum hose got stuck underneath the throttle on the carb, leaving it wide open.

Other possible reasons: Carpet is caught on the pedal, linkage at the throttle body, but the one that I have found the most is a carbon build up on the throttle body plate. This is one of the most neglected items that affects performance. Carbon gets in the throtttle body, intake and valves. Cleaning them properly is important.
Try this step if possible:- remove throttle cable linkage to the throttle-body/carb, press the pedal all the way down. This should be very easy or even the weight of the pedal alone has made it go down, if this is so then your cable is likely ok, if not then you have a sticky cable. If it IS easy to move the cable in and out, then try operating the throttle-body/carb by hand, if the cable is free then its likely that the throttle plate needs cleaned.
