It depends on what game you are in.

FireRed/LeafGreen

Do not use any water type pokemon whatsoever, it will kill you immediately.

Train your starter pokemon vigorously, even if it is water type

Get some sort of pokemon with a good defense (you'll need it)

BE SURE TO GO TO A POKEMON CENTER!

Buy some potions while you're at it.

If you can't get it still, try buying the guide.
