The motto Freedom and Unity was developed to provide Vermonters with a guide to living... and government a reminder of the character of the Vermonter.
Freedom of the Individual, within the Unity of a community or state. In other words, the Freedom of an individual is paramount, until it starts infringing on the Unity or harmony of the community.
These are, as you can imagine, two absolutely opposite ideals... you can either be completely free as an individual to do as you please, or you can live within the confines and norms of what the community deems appropriate.
The history of Vermont is a 200 year plus dance trying to balance these two ideals off against each other. The writers of Vermont's constitution recognized that absolute perfection in both ideals was unattainable, but that the striving for perfection was a laudable goal.
And so we have a motto which is as contrary as the state of Vermont:
Freedom and Unity.
