precum does not contain sperm per-se, it can collect some sperm form a previous ejaculation, say you had sex, then 30 mins later had sex again there WILL be sperm in precum if you didn't washed and urinate before the second round. That's the main reason sexual education often put enfasys in the idea that precum does contain sperm (stating the opposite may end in increased unwanted pregnancy due to the previous ejaculation issue and no government wants that).

so in a few words.. clean penis and previous urination: no sperm in precum. recent ejaculation without cleaning AND urination: sperm in precum for sure. (very bad quality sperm though).

Having said that... why take the risk??
