Children love motion, so if you holding your baby and rocking side to side or in a rocking chair going back and forth, either is a soothing movement to a baby. If children are 1 and up they are constantly learning and experiencing so some children (even earlier than a year old) may sit on the floor and rock side to side, then forward and backward. Just like learning to walk the motion of rocking can be soothing for the child.
My husband is just turning 60 and as long as I can remember in order for him to get to sleep he rocks backs and forth until he falls asleep. Silly? I don't think so, because we all have our secret little ways of getting to sleep if we can't fall asleep as fast as we would sometimes like too. I say he's going back to when he was younger, finding that rocking sensation soothing. Whatever helps us keep it together. LOL
