Yes, All drivers are required to carry Financial Responsibility. A Drivers or Learners "Permit" is permission to drive and therefore a temporary license with certain restrictions. You can obtain your own insurance or you can be covered under someone elses policy such as a parents existing auto policy but you must have coverage. A Drivers Permit comes with all the responsibilities of anyone who operates a motor vehicle on public roads, including your financial responsibility.

No, you do not. As long as the car you are driving is covered under your parent/guardian's policy and they are 21 or older (25 in some states), you are covered and able to drive. You only need auto insurance once you own your own car or are driving by yourself. Until then, you are fine without it.
