I have a daughter with down's. When she stuck her tongue out as a baby, I simply touched it and pushed it back in - EVERY TIME. She's 2 now. She doesn't stick out her tongue (unless it's directed at her brothers) and it didn't take spanking over and over to accomplish this.
Being consistent and not giving up will change the behavior. The fact that you asked means you're either trying to validate your actions, or you've already realized it's not working. Hang in there.
