Yes, but it will change the texture of the cake.
you can use up to 1/3 corn starch to replace 1/3 of the flour for cakes
It would also improve the texture if you sift the flour prior to using it to bake a cake and add a pinch of baking powder.
The substitution would be for each cup of cake flour called for use 1 cup less 2 tablespoons of all purpose flour or
1 cup cake flour equals 7/8 cup all purpose flour.
