As far as I know, the number 0 can be used on a jersey as long as the player is identified accordingly on the game sheet. Traditionally 2 - 16 have been used for players and 0 or 1 have been used for goalkeepers. I've seen players with 99 on their jerseys. Depending if you want to break from tradition.

All numbers from 1 till 99 are all possible when dealing with club football. National teams usually have from 1 to 23, except for exceptions.
