Can a 15-year-old move in with another adult without parental permission in Texas?

[Edit]

Answer

Not without there being "just cause", such as substantiated physical and/or emotional abuse, or the minor is in emminent danger of physical harm. Even under the above circumstances, the adult sheltering the minor child is legally obligated to inform authorities of the situation.
