Typically that is because the recoil spring and its associated friction pieces and rings are gunked up and/or not assembled properly.
Also,if it is an early model (pre WW2,with the safety in front of the trigger guard), it could be chambered for 2 & 9/16 inch shells.This will throw the timing off on the shell latch and lifter.The ejection port is also too small for 2 & 3/4 fired shells.
If it is a Remington (aka "American Browning" ),there is a fiber washer at the back of the reciever that sometimes falls apart and jams the gun.This washer wasn't in Brownings' original design,and wasn't used in the Savage guns built under license either.
