Your name is on the title. Get insurance. I don't know about Chicago, but in most places it is illegal to operate an un-insured vehicle. If you notify the police that it is being driven without insurance, they MAY be able to impound the car.

anonymous is correct but you should be aware that the police will do more than impound (most likely SIEZE) the vehicle. She would be arrested, her license can be revoked without issuance eligibility in North America and most UK countries, plus a record that could bar her from insurance sale eligibility for more than three years. I would take out insurance because if she has an accident, and is at fault and no one can pay you both might do substantial prison time or at the least be on scummy busses the rest of your life.
