probably a bad solenoid, replace it or replace whole starter

Sounds like a blown ballast resistor. Usually a long white ceramic object located near the coil. If you are really stuck you can join the two wires together to get you out of trouble but it will destroy the ignition points. It will get you home.... it will run rough but good for emergency.
