Bad needle and seat valve?

Rebuild carbs.

also could be improper float heighth, or bad bowl gaskets...however the only way to know for sure is to remove carbs from bike and assess the damage/wear time, mileage , or neglect has caused....K&L tools has a great assortment ofcarb parts for older hondas.
